Mr. Cates was elected to the Board of Directors of People's Advocate in 1994 and was elected Chairman of the Board in 1998.
Jim, born in 1941, is a 1950 graduate of Univeristy of California. He is an electrical engineer and taught management at American River College and other colleges for about 20 years.
